The incident resulted in the partial closure of the main airport tunnel and the multi-storey parking facility.

Two individuals are now facing charges following a luggage theft where a substance thought to be capsaicin spray led to people being hurt at the major London air hub.

Tyrone Richards, 31, and Anton Clarke-Butcher, 24, are accused of two robbery charges and charges for administering a noxious substance, authorities have stated.

The charges follow an probe of an assault at the multi-storey car park at Terminal 3 on the weekend. Before the assault occurred, two female travelers had their luggage taken after exiting a parking garage elevator, according to law enforcement.

A toddler was one of the people hurt during the incident. Several persons were taken to a medical facility and were eventually allowed to go home.

This event – described by police as was isolated and not being treated as terrorism – caused disruptions to rail services and the temporary blocking of the Central Terminal Area tunnel and the Terminal 3 car park for a limited duration.
